Intelligence and Homeland Security:

Long before 9/11, X.Systems was working with the U. S. Navy to develop and implement critical information systems designed to survive the physical and functional impacts of a serious terrorist attack such as the Navy suffered with the attack on the U.S.S. Cole. When 9/11 occurred, the Navy turned to XSI and its staff to reschedule, accelerate and field key elements of these systems. Working virtually 24/7, the XSI technical staff put these system elements into operation within a few weeks after the attack, providing clear, survivable information resources to senior Navy staff around the world.

Along with these architectural and technical achievements, XSI learned some important lessons about the organizational goals and impacts of terrorism. This "real world" experience has led to XSI's development of a multilevel view of the objectives of terrorism, and to a comprehensive approach to thwarting them in the areas of information and communication. Key to these concepts is the realization that while terrorism makes itself most noticably felt at the site of the attack, its strategic objective is often far from the site, targeting the tactical and strategic decision resources of the society. If, for example, an attack renders the normal information resources used by the government inoperative or marginal, and if this tactical blindness results in compromised decision making at the strategic level, then the entire society suffers and our confidence in our leaders and government is at risk.

Finally, since 2002, XSI has provided comprehensive authoring, content management and publishing support to the Army 's Ground Intelligence Center in Virginia, helping NGIC to meet the critical schedules for generation of intelligence assessments as part of the Defense Intelligence Agency's XML-based intelligence data sharing initiative.
